Consider starting off with online violin lessons- This will allow you to evaluate your aptitude for the instrument and find out if you really want to play it without breaking the bank. You will also learn how to actually play the instrument.
Use this to progress from beginner to intermediate- If you decide to stick with the violin, follow the program, and continue to practice until you feel comfortable playing it.
Find yourself a local instructor- Once you have progressed past the beginner stage, find a local instructor and take traditional lessons to bring your skills to the advanced level.
